In a separate small bowl, whisk together the olive oil, chili powder, ground cumin, smoked paprika, garlic powder, onion powder, salt, and black pepper until well blended. Pour this flavorful spice mixture over the chicken and vegetables, tossing everything together until each piece is thoroughly coated.

      Assemble the Foil Packs: Tear off four large sheets of aluminum foil, approximately 12x18 inches each. Distribute an equal portion of the chicken and vegetable mixture onto the center of each foil sheet.
